Leaders in Pallisa District have tabled a proposed budget of Shs52,696,829,754 for the 2026/2027 financial year, reflecting an increase from the previous year’s allocation.
The proposed budget was presented before the district council by Clement Opakasi, the Leader of Business and councillor representing Kibale Sub-county. He noted that the district’s resource envelope has grown due to improved performance in implementing government programmes.
According to Opakasi, the district had initially approved a Shs48 billion budget for the 2025/2026 financial year, which later increased to about Shs50 billion after the district received additional funding, particularly to support secondary schools.
“When you look at the budget that we have laid today of 52 billion shillings compared to the previous one of 48 billion which later rose to about 50 billion, it shows the district has progressed a bit,” Opakasi said.
He explained that government funding is increasingly performance-based, meaning districts that effectively implement projects are likely to attract more funding.
“These days we receive money according to performance. The better the performance, the more funds the district attracts. I want to congratulate the technical team for implementing the previous budget well and attracting more resources to the district,” he added.
Key Budget Allocations
The proposed budget will be distributed across seven government programmes, with the largest share allocated to Human Capital Development, particularly the education and health sectors.
Under the proposed allocations:
- Education Sector – Shs22 billion to support infrastructure development, including renovation of dilapidated classrooms and construction of pit latrines in schools facing sanitation challenges.
- Health Sector – Shs12 billion to improve healthcare services across the district.
- Community-Based Services – Shs91 million.
Other programme allocations include:
- Agro-industrialisation – Shs2.3 billion
- Environment, Climate Change, Land and Water Management – Shs1.102 billion
- Integrated Transport and Works – Shs1 billion
- Private Sector Development – Shs55 million
- Public Sector Transformation – Shs5 billion
- Tourism Development – about Shs10 million
Planned Development Projects
Opakasi said the district plans to prioritize infrastructure improvements in schools and health facilities to strengthen service delivery.
In the health sector, Shs195 million has been allocated to complete the construction of a ward at Pallisa Town Council Health Centre III in Wreta. The project is expected to improve maternity services and ensure safer deliveries for mothers.
Additionally, Shs136 million has been earmarked to complete the remodelling of the laboratory block at Pallisa General Hospital in order to strengthen diagnostic services.
Next Steps in the Budget Process
Speaking about the next stage of the budget process, Alex Majeme, the Chief Administrative Officer of Pallisa District, said the district’s technical team will guide councillors during the scrutiny process before the budget is debated and approved by the council.
Majeme explained that the scrutiny stage will allow leaders to carefully review the allocations and ensure the proposed budget aligns with the district’s development priorities.
Once approved, the budget will guide service delivery and development projects across Pallisa District during the 2026/2027 financial year.
