Residents of South Division in Kumi Municipality have been assured of stronger security and decisive action against criminal gangs following the election of LC3 Chairperson-elect Robert Odea Apedel, who has pledged to prioritize law and order as the foundation for development.
Speaking shortly after his victory, Apedel warned that notorious groups accused of terrorizing communities through theft and intimidation must surrender or prepare to face the full force of the law once he officially assumes office.
“My focus is to ensure that security is guaranteed for every resident,” Apedel said. “Thieves and all notorious groups disturbing our people must surrender before I resume office.”
Crackdown on Notorious Gangs
Apedel specifically pointed to criminal gangs locally known as Ikok and Owokwok, which residents blame for repeated cases of livestock theft, break-ins, and harassment. He said his administration will not tolerate lawlessness and will work closely with security agencies to dismantle such groups.
The chairperson-elect emphasized that restoring public safety is key to improving business, education, and livelihoods across South Division.
“We cannot talk about development when our people are living in fear. Peace and security must come first,” he added.
Partnership with Police and Community
Apedel revealed plans to strengthen collaboration with police, local leaders, and residents through community policing and intelligence sharing. He noted that cooperation between citizens and law enforcement will be critical in identifying suspects and preventing crime.
Local leaders say this approach will help rebuild trust between the community and authorities while ensuring faster responses to security threats.
Track Record on Security
During his previous term as LC3 chairperson, Apedel earned a reputation for being hands-on in tackling crime. He personally participated in security operations that led to arrests of suspected thieves and recovery of stolen animals in several neighborhoods.
Many residents credit his earlier leadership for reducing crime rates and improving order in the division.
Although he lost the 2021 mayoral race, Apedel remained active in community mobilization and governance issues, maintaining close ties with residents and continuing to advocate for better services.

Community members have welcomed his renewed commitment to security, expressing optimism that the crackdown will create a safer environment for families, traders, and students.
Business owners say improved safety will encourage investment and extend working hours, while parents believe children will attend school without fear.

With Kumi Municipality experiencing rapid growth, leaders argue that strengthening security will pave the way for improved infrastructure, trade, and social services. Apedel insists that tackling crime will remain the cornerstone of his administration.
