Emitu Ezekiel Ebapu Takes Over as Kampala Metropolitan Police Commander

Emitu Ezekiel Ebapu has officially assumed office as the new Commander of the Kampala Metropolitan Police (KMP), succeeding Richard Ecega during a handover ceremony held at the Central Police Station Kampala.

The ceremony was presided over by Frank Mwesigwa, Director of Operations of the Uganda Police Force, who commended the outgoing commander for his dedicated service and professionalism.

“Kampala Metropolitan Police operates in one of the most sensitive and demanding policing environments in the country,” Mwesigwa said. “It requires constant vigilance, resilience, and sound judgment from its leadership.”

He praised Ecega for executing his duties with integrity and commitment, noting that his experience in the metropolitan command would be valuable in his next assignment.

“You have executed your responsibilities with dedication and integrity. Carry the experience you have gained here into your new office and continue to serve with distinction,” Mwesigwa added.

Addressing the incoming commander, Mwesigwa emphasized that leadership transition goes beyond a routine change of office, describing it as a transfer of responsibility, authority, and accountability. He urged Ebapu to prioritize crime prevention strategies, strengthen inter-agency cooperation, and uphold discipline within the force.

“You must ensure firmness, restraint, and professionalism in all operations. Enhance supervision and operational accountability, and build strong partnerships with the community. Public trust is a strategic asset,” he said.

In his remarks, Ebapu pledged to build on the foundation laid by his predecessor, promising to work closely with stakeholders to improve security and service delivery across the metropolitan area.

“I am committed to working closely with all stakeholders to strengthen crime prevention efforts and improve service delivery. Together, we shall uphold discipline, professionalism, and public trust,” he said.

Ebapu assumes command at a time when Kampala faces evolving security challenges, with expectations that his leadership will reinforce stability, enhance coordination, and strengthen policing across the capital and surrounding areas.
