Efforts to improve road infrastructure in Kumi Municipality have slowed down following resistance from sections of the community opposed to the ongoing road opening initiative.
The Principal Municipal Engineer, Henry Mateega, expressed concern over what he described as increasing opposition from some residents, noting that the resistance is frustrating development efforts aimed at improving accessibility and service delivery across the municipality.
According to Mateega, the road opening project forms part of the municipality’s broader urban development plan designed to ease transportation, enhance connectivity, and stimulate local business activities. However, some residents have reportedly blocked access to portions of land earmarked for road expansion, claiming encroachment on their property.
“It is unfortunate that some residents are hindering the opening of roads without understanding that these projects are meant for their own benefit,” Mateega said. “Improved roads will enhance trade, reduce transport costs, and increase property value in the long run.”
Municipal authorities explained that several of the affected routes were originally designated road reserves that had been encroached upon over time. The current exercise seeks to reclaim and reopen these access routes to improve connectivity within the fast-growing urban area.
Despite the municipality’s position, some residents argue that they were not adequately consulted before the exercise began. A section of property owners says they fear losing parts of their land without clear demarcation or compensation.
Mateega revealed that due to the resistance, the engineering department has in some cases been forced to narrow the width of planned roads, which could affect the long-term quality and efficiency of the road network.
Municipal leaders, however, insist that the works will continue alongside dialogue and community sensitization efforts to address concerns. Officials are engaging local leaders to help residents understand the importance of organized urban planning.
Kumi Municipality has in recent years experienced rapid population growth, increasing the demand for better infrastructure and improved urban planning. Authorities believe that once completed, the expanded road network will ease movement, attract investment, and support service delivery.
Mayor Richard Ochom also criticized what he termed negative attitudes toward development projects.
“Even when we implement activities aimed at developing the community, some people remain pessimistic and fail to appreciate the progress being made,” Ochom said.
He noted that similar resistance was witnessed during the construction of over 12 kilometers of roads by Arab Contractors, despite the significant benefits the works brought to residents.
Mateega has since called on the public to cooperate with municipal authorities, emphasizing that sustainable development can only be achieved through collective effort and mutual understanding.
