Pallisa Welcomes New Acting Speaker After Peaceful Transition

A spirit of calm transition and institutional continuity marked proceedings in Pallisa District as the outgoing Speaker, Stephen Mwanika Leges, officially handed over office to his deputy, Joshua Omugit.

The handover ceremony, held at the Speaker’s chambers, signaled the end of Leges’ tenure and the start of a transitional leadership phase ahead of the anticipated installation of new district leadership in May. The development follows Leges’ appointment as Chairperson of the District Service Commission, prompting his resignation in line with public service regulations.

Joshua Omugit now assumes the role of acting Speaker, tasked with steering council affairs during the interim period.

Presiding over the ceremony, the Principal Assistant Secretary and Clerk to Council, John Okia, described the occasion as a significant moment for the district, highlighting both its constitutional importance and the value of continuity in leadership.

Okia commended Leges for his leadership, noting that he chaired council sessions with wisdom, maintained order, and upheld the legal framework governing local governments.

He further explained that Leges’ appointment to the District Service Commission followed due process, including recommendation by the District Executive Committee, approval by the council, and endorsement by the Public Service Commission. The appointment is set for a four-year term.

Okia also outlined the broader reconstitution of the District Service Commission, mentioning that some members had their contracts renewed while others were newly appointed in accordance with legal requirements. He praised district leadership for ensuring the commission was fully constituted despite earlier challenges.

In his farewell remarks, Leges reflected on his five-year tenure, describing it as a journey of learning, patience, and growth.

He noted that challenges encountered during his leadership were resolved through dialogue, emphasizing unity and cooperation as key pillars of his success. Leges also highlighted his commitment to avoiding unnecessary legal disputes, a move he said helped save public resources.

As he transitions into his new role, he acknowledged the complexities of serving on the District Service Commission, particularly in managing expectations around employment opportunities.

Incoming acting Speaker Joshua Omugit paid tribute to Leges, describing him as a mentor who played a key role in shaping his leadership.
